Annex B2 – Departmental budgetary allocation process

This document, identified as Annex B2 of the strand one subcommittee report, outlines the process for determining departmental budgetary allocations within the framework where executive responsibilities are managed by Departmental Committees of the Assembly. It describes how each department would prepare its resource bid through the Public Expenditure Survey mechanisms, with the relevant Departmental Committee endorsing the bid before finalization. Once allocations are settled, the Chairman would propose detailed Departmental Estimates to the Committee for approval, which would then be formally presented to the full Assembly for authorization of expenditure. The SDLP reserved its position on these arrangements, and the note acknowledges that the outlined process is a broad framework requiring detailed adjustments.
