The Secretary of State for Northern Ireland, Marjorie Mowlam, addressed the plenary on 23 September 1997, outlining the formal procedures for handling complaints against participants in the talks process. Dr Mowlam emphasized the duty of impartiality required of the two Governments in this quasi-judicial process, stating that any party found to have dishonored its commitment to the Mitchell principles would be excluded from the talks. She highlighted the importance of strict adherence to the principles of democracy and non-violence for the success of the negotiations. Dr Mowlam also noted that the governments will announce their decision regarding the UUP notice of indictment against Sinn Féin the next day.
