In a letter dated 4 February 1997, Michael Ancram, Minister of State for Political Development, addressed David Trimble, Leader of the Ulster Unionist Party, regarding discussions on a confidential draft package for resolving decommissioning before the election. Ancram acknowledged that the draft was intended to explore various concepts to find a basis for agreement in the talks. He appreciated the confidentiality maintained during the discussions, which allowed for frank exchanges without public positions being taken. However, Ancram confirmed that since the concepts in the paper did not provide a viable basis for proceeding, the draft package would no longer be pursued.
