In a letter dated 21 July 1997, Reg Empey of the Ulster Unionist Party (UUP) addressed the Office of Independent Chairmen regarding their dissatisfaction with the clarifications provided by the British and Irish Governments on the decommissioning paper. Empey indicated that many of the UUP's leading negotiators were in London seeking further clarification from the Prime Minister [Tony Blair]. Due to the lack of satisfactory responses and the ongoing discussions in London, the UUP decided not to participate in the day's debate on the amendments they had submitted.
