The Social Democratic and Labour Party (SDLP) responded to procedural questions from the Independent Chairmen on 27 November 1996, emphasizing the importance of Rule 18 of the Rules of Procedure, which grants each participating party the right to raise any relevant matter. The SDLP insists that this right should be upheld, particularly in the context of substantive negotiations. They argue that the Chair should allow debate on motions or proposals directly related to mechanisms necessary for progress on the current issues discussed and reject those that deviate from the agreed agenda. The SDLP also supports the idea that the Plenary has the right to postpone formal proceedings to enable bilateral discussions aimed at achieving consensus on agenda items. They believe the agenda for substantive negotiations is comprehensive enough to address any party's concerns when relevant items are reached. Additionally, the SDLP suggests that motions should be amendable within reason but recommends that the Chair have the discretion to adjourn the plenary to facilitate bilateral resolutions of disagreements over motions, ensuring that debates do not become overly complex.
