In his statement at the Strand Two Negotiations on 20 October 1997, Minister for Foreign Affairs David Andrews TD reiterated the Irish Government's position on Articles 2 and 3 of the Irish Constitution. He emphasized that any proposed changes to these articles would be part of a balanced constitutional change within the framework of an overall agreement, a stance shared with the British Government as outlined in the Framework Document. Andrews acknowledged the deeply held views of both the Unionist and Nationalist communities regarding these articles, stressing the need for arrangements that ensure 'equality of allegiance' to reach an honorable agreement. He recognized the complexity and difficulty of achieving a balanced constitutional accommodation but affirmed the Irish Government's commitment to meeting this challenge and responsibility.
