The attached British Government text outlines a fair and balanced position, emphasizing that Sinn Féin's participation in the talks depends on the PIRA unequivocally restoring the ceasefire and committing to peaceful means. The Government stressed the importance of inclusive talks and indicated that the process would continue without Sinn Féin if they remained excluded.
