The subcommittee on Human Rights, a Bill of Rights, and Cultural Expression and Diversity continued its work on establishing new institutions to address grievances and entrench individual and community rights, including through a Bill of Rights that the Assembly could not amend. The subcommittee acknowledged existing legislation protecting human rights and agreed that further protection and enhancement would be crucial for new political institutions in Northern Ireland. The European Convention on Human Rights (ECHR) was discussed as a valuable, though not definitive, basis for building a system of fundamental human rights provisions, with the possibility of incorporating other international agreements. The parties also considered the establishment of a body to investigate human rights matters, the potential for a special division of the High Court for human rights cases, and the importance of allowing the expression of different cultural traditions within new institutions.
