This document is a UUP Talks bulletin dated 2 July 1996. David Trimble details the discussions during a session focused on amendments to the Ground Rules document of April 1996. The UUP agreed in principle with a Democratic Unionist Party (DUP) amendment to remove the governing status of the Ground Rules once the Rules of Procedure are established. Senator George Mitchell proposed deferring the debate on his memorandum until the Rules of Procedure are agreed upon, which was accepted. Additionally, the UUP discussed their amendment regarding actions against parties violating the Mitchell Principles, expressing concerns over a British Government amendment that shifted exclusion power to the two Governments, arguing it should remain with the Secretary of State and involve significant input from the parties.
