John Taylor, Deputy Leader of the Ulster Unionist Party (UUP), issued a statement on 30 July 1996, regarding the decommissioning of arms during the multi-party talks at Stormont. Taylor emphasized that no unilateral decommissioning by Loyalist paramilitaries should occur without simultaneous decommissioning by Republican paramilitaries, as per the recommendations in the Mitchell Report. He criticized the Irish Government and the Social Democratic and Labour Party (SDLP) for not adhering to the report's suggestion that some decommissioning should take place during the talks. Taylor reiterated that the Unionists are not demanding total decommissioning but are seeking mutual and partial decommissioning by both sides, contingent on Sinn Féin/ PIRA's [sic] participation in the talks and an PIRA ceasefire.
