The document contains a series of proposals from the Ulster Unionist Party (UUP) to be voted on during the plenary sessions. The UUP emphasizes that for a new PIRA cease-fire to be credible, it must be universal, complete, and permanent. They call for the establishment of the International Disarmament and Verification Commission by the British and Irish governments to enable disarmament starting from 15 September 1997. Additionally, the UUP insists that no subcommittee or aspect of the Talks Process should obstruct or delay disarmament, which should commence and be completed within an eight-month timeframe, independent of the discussions in the three strands.
