This document contains the summary record of the informal discussion on procedural guidelines and the agenda for the plenary session that took place on 18 June 1996. The meeting began with the Chairman inviting the delegates to give opening remarks on the composite paper on procedural guidelines that had been tabled in the previous meeting. The delegations commented on the marked improvement in the draft procedural guidelines, and most parties agreed that the guidelines were acceptable. William McCrea and Robert McCartney raised issue with the powers given to the Chairman by the composite paper and also enquired about the relative standing of the current paper and the Ground Rules paper. After the round of opening remarks, the participants began going over each guidelines point by point. Peter Robinson proposed that the guidelines be referred as "Rules of Procedure", and sought clarification on what was meant by "agreement" in paragraph one and "clear majority" in paragraphs 23-28. They also stated that they were content with the mechanism of seeking unanimity of agreement, in the absence of which thy agreed with the provisions for "sufficient consensus"; they did not support any third route of achieving "agreement". The participants also discussed paragraph 2 and the role of the plenary. McCrea and Robinson commented on the unfair manner in which George Mitchell had been installed as Chairman of the plenary on 12 June 1996. In response to these comments, Malachi Curran and Mallon noted that the talks would not be able to proceed till this issue was resolved, and Curran subsequently called for an adjournment to allow parties to discuss the issue. The meeting adjourned at 18.37.
