This document was presented by the UDP regarding the principles and requirements envisioned by the party in relation to Strand 2. UDP stated that the all parties should recognise the constitutional status of Northern Ireland as being a part of the UK, and that the Republic should aim to rescind articles 2 and 3 of its constitution accordingly. The paper also notes that the principle of consent and self-determination are paramount, and that any relationships between Northern Ireland and the Irish Republic should be voluntary and should be organised in the broader context of co-operation between the various regions of the British Isles. It also called for the new agreement to replace the existing Anglo-Irish Agreement.
