The meeting began by discussing arrangements and agendas for further meetings. The UUP renewed its proposal for minutes of strand 2 meetings to be less detailed. Sinn Féin obejcted to this. Alliance wanted to know whether the DUP were being copies of minutes. The Chairman said not by him but the question had not been ruled on officially. The UUP criticized one of the Irish civil servants. The SDLP presented a paper opposing the UUP contention that cross-border economic cooperation would be possible without all Ireland institutions. The UUP said the Irish Government's policy on the EMU was impeding economic cooperation. The NIWC proposed a North/South forum. Sinn Féin welcomed the supplementary SDLP paper and criticized the UUP for not producing a paper.
