This document contains the summary record of the informal discussion on procedural guidelines and the agenda for the plenary session that took place on 25 June 1996. The meeting began with George Mitchell resuming his role as the Chairman and announcing that he would call for another adjournment soon in order to finish his evaluation of the various proposals he had received on how to make progress on the rules of procedure. Peter Robinson proposed that a paper on the different categories of procedural rules should be produced an examined, while Seamus Mallon inquired if it would be possible to discuss the provision on decision making so that the Chairman has the means of reaching consensus. The Chairman commented that he did not find the differences between Robinson and Mallon's approach for the way forward substantial, and adjourned the meeting until 18.00.
