This paper, produced by the British Government on 21 March 1996, provides an outline of the basis on which the Government was intending to bring forth legislation on the elective process in Northern Ireland. In the absence of widespread agreement on which of the three proposed electoral systems should be used in the elections scheduled for 30 May 1996, the British Government introduced a new system which borrowed from the most useful parts of the three systems. The paper also highlights that the proposed legislation would empower the Government to hold referenda in Northern Ireland concerning the negotiations, potentially during the election process, but more likely after the negotiations had concluded. The legislation would also set out the procedural steps which would facilitate the transition from the elections to the negotiations, which were set to start on 10 June 1996. The paper also makes a note of the exclusion of Sinn Féin from the negotiations in the absence of a renewed PIRA ceasefire.
