The Chairman opened the meeting by holding a brief plenary session and asked the UDP to reaffirm their commitment to the Mitchell Principles, which they did. Various papers were circulated. It was agreed that discussion would focus on the synthesis paper from the Office of the Independent Chairmen. Discussion focused again on the necessity or otherwise of a North/South Council with executive powers. The question of identifying implemenation bodies and areas of cooperation was raised. The UUP and SDLP debated the importance of parity of allegiance and the UUP questioned whether churches, schools and passports could satisfy nationalist expressions of allegiance. The SDLP thought this ignored the political dimension. The degree to which the assembly would oversee any new north/south structures was also debated.
