This is the draft summary record of an opening plenary session on Wednesday 26 February 1997 at 10.10. The UKUP made two amendments to the minutes of the previous meeting, which were agreed without objection. The Chairman reported a lack of convergence and a proposal to keep meeting in an exploratory format. The UDP reluctantly supported this. The DUP continued to want to debate the trilateral document and its own proposals in plenary and vote on them. The UKUP wanted the same for their own proposals. The UUP was disappointed that more progress had not been made and said its own position remained the same as in November. The British and Irish Governments endoresed the Chairman's proposal. The Irish Government also reported the completion of its legislation on decommissioning. Alliance wanted to discuss the handling of parades. Labour and the NIWC supported the Chairman's proposal. The PUP did so reluctantly. The SDLP said the gaps were widening rather than closing. The DUP took serious issue with Alliance's comments on parades, and activity in the Forum became a topic of debate. The UKUP agreed with the DUP's objections to Alliance's position. The DUP also took issue with the decommissioning legislation, which it described as a 'terrorist's charter'. The UUP noted Alliance's support of the Orange Order.
