A speech given by Mo Mowlam to Plenary on 3 June 1997 as the talks reconvened. Mowlam paid tribute to her predecessors and to the work of the participants and the Independent Chairmen. Her speech focused on the necessity of reaching agreement on decommissioning so that the three-stranded negotiations could be launched. She also signalled the British Government's desire to include Sinn Féin in the talks process following a restoration of the PIRA ceasefire and their commitment to the Mitchell Principles.
