This document contains a memo sent by Kelly Currie to George Mitchell where Currie outlined the rules around confidentiality that were part of the Rules of Procedure, specifically in the form of the five points of agreement on confidentiality that all participants agreed upon on 1 October 1996. Currie recounted various instances where delegates debated whether the remit of the negotiations that the rule of confidentilaity applied to should be interpreted narrowly, as UKUP had done, or broadly, as the language of the Rules of Procedure implied. This memo encloses the paper on the points of agreement and questions on confidentiality which was discussed on 29 September 1996.
