This document contains the text of the opening remarks made by Mo Mowlam in the plenary session from 17 February 1998. Mowlam stated that the British and Irish Governments were evaluating whether Sinn Féin had violated the Mitchell Principles and should therefore be excluded from the talks. She noted that there were misconceptions about the process, which is likely a reference to statements made by Sinn Féin in a Dublin court while seeking legal action to block its potential suspension from the talks. She emphasized that the British Government was following the agreed-upon Rules of Procedure and stated that intelligence from the RUC had led her and Prime Minister Tony Blair to conclude that the PIRA was responsible for the killings.
