This memo, sent by John de Chastelain to multiple recipients including George Mitchell and Harri Holkeri, provides a background on the submissions of the agenda proposals for the remainder of the opening plenary and also for the comprehensive agenda of the negotiations that the Chairmen have received from the delegations. General de Chastelain noted that the remainder of the opening plenary was scheduled to start on 9 September 1996. The memo encloses General de Chastelain's letter from 30 July 1996, a chart displaying the proposals for the agenda of the remainder of the opening plenary from the British and Irish Governments, UDP, DUP, UUP and the UKUP side-by-side from 29 July 1996, separate versions of the agenda proposals submitted prior to 30 July 1996, UDP's revised proposal from 31 July 1996, and also the proposals for the comprehensive agenda received by the Chairmen prior to 30 July 1996. Since the documents don't follow the sequence indicated by de Chastelain, the documents have not been recorded as enclosures, with the exception of de Chastelain's letter of 30 July 1996.
