This is the draft summary record of an opening plenary session on Monday 21 October 1996 at 14.37. The DUP resumed their presentation on decommissioning. They highlighted the insufficiency of any non-permanent ceasefire and the insincerity of Sinn Féin's position. They argued that no decommissioning had occurred during the previous ceasefire. They criticized Mo Mowlam in particular and the position of the British Government more generally. It protested that Sinn Féin could not be admitted to talks without decommissioning. The UKUP requested an adjournment, which was granted.
