This document contains the text of the intervention made by David Andrews in the plenary session from 17 February 1998. Andrews noted that after a discussion between the Garda and the RUC, the Garda had assessed that there was a strong possibility that the PIRA was responsible for the murders of Brendan Campbell and Robert Dougan. He also stated that the Irish Government considered it crucial for both Governments to carefully consider the views of all participants, particularly Sinn Féin, when deciding on the appropriate action regarding Sinn Féin's participation in the talks.
