This document provides the text of the speech given by John Major in the House of Commons on 21 March 1996 on the Northern Ireland elective process. Major noted that the consultations that the British and Irish Governments had carried out regarding the form of elections had not acquired clear support from the major parties representing all the communities. Consequently, Major proposed an alternative system and stated that legislation would be introduced that would allow the Government to hold an election in Northern Ireland on 30 May 1996. He also proposed that the elected representatives meet during the negotiations in a separate Forum to promote political dialogue and understanding, and said that the Government was considering holding a referendum on the same day as the elections. He also clarified that Sinn Féin was excluding itself from the talks as long as the PIRA ceasefire remained broken.
