This document provides the text of the speech given by Dick Spring to the Anglo-Irish Inter-Parliamentary Body in Limerick on 29 April 1996. Spring spoke about the importance of the relationship between Britain and Ireland. Specifically, he spoke about how the conflict in Northern Ireland was embedded in a wider historical British-Irish relationship, and that any lasting political settlement needed to be grounded in this relationship. He also highlighted the importance of unionist consent and the importance of including Sinn Féin in the negotiations, contingent upon a reinstated PIRA ceasefire. Spring also argued that the decommissioning issue should be addressed before the start of the negotiations, and that the issue should be discussed in a separate but parallel set of negotiations by an independent external body.
