This document is a summary record of a plenary meeting. The main focus of the session was the Ulster Democratic Party's (UDP) participation in the negotiations. The British and Irish Governments expressed their concerns about the UDP's association with the Ulster Freedom Fighters (UFF), particularly in light of recent sectarian murders. Both governments concluded that the UDP had breached its commitment to the Mitchell principles of democracy and non-violence. As a result, the UDP was no longer entitled to participate in the negotiations until a new cease-fire is established and respected over a period of weeks.
