The document from the NIWC proposes a Second Chamber, or Civic Forum, to complement the Northern Ireland Assembly and represent diverse sectoral interests. The Civic Forum aims to ensure gender balance and community representation. It's intended to perform consultative, monitoring, referral, and representational roles, liaising with the Assembly and other bodies. The Second Chamber would support the Assembly in policy-making, consider legislation, initiate discussions, and prepare annual reports. The operations of the Civic Forum would be conducted in a transparent manner.
