This is the draft summary record of an opening plenary session on Tuesday 15 October 1996 at 15.13. The Chairman wanted to resolve the matter of the Business Committee. The DUP reluctantly agreed to leave the matter with the chair. Also under debate was where to begin on the consideration of decommissioning. Alliance proposed starting with the Report of the International Body; the SDLP proposed starting with party papers, to be circulated. It also suggested a timeframe be introduced. The UUP suggested documents parties had already produced by submitted to the Chairman for circulation, which was agreed. Opening remarks were made by the NIWC and the UUP, who mainly focused on the entry conditions for Sinn Féin and mechanisms for decommissioning. The UKUP continued this theme and emphasised what they saw as the decline of democracy, criticising the Mitchell Report at length.
