This is the summary record of an opening plenary session on Wednesday 24 September 1997 at 21.24. The governments introduced the procedural motion, which had been distributed in advance, and the Chairman suggested it be voted on by sections. These were all agreed unanimously except for 2(b), which was opposed by Sinn Féin. They spoke about a two-way interpretation of the principle of consent. The procedural motion was then agreed as a whole. The Chairman of the Business Committee then announced his intention of convening a meeting to discuss (a) the potential admitting of media to sessions and (b) when participants in talks ceased to be participants. Sinn Féin were glad that the case against it had been dismissed. The Chairman made a speech on the conclusion of the opening plenary agenda.
