This document, presented by Labour, describes their position on the nature, form and extent of new arrangements in relation to Strand 2. Labour stated that they wanted new institutions to be more innovative, democratic, accountable and transparent, and wanted them to cover both macro issues (like tourism, agriculture, and industry), micro issues (like public utilities, schools and health services) and sensitive issues such as cross-border policing. They argued that all composition of these institutions should have a legislative base, and that this legislative base receive and approve reports from these bodies. They noted the need to prevent attempts to recreate old institutional models, and argued for the appropriate level of local, regional or national participation.
