This document contains the summary record of the informal discussion on procedural guidelines and the agenda for the plenary session that took place on 1 July 1996. Robert McCartney began by expressing his disappointment with a press article following the previous discussion on UKUP' amendment to paragraph 27, specifically with David Trimble and Alliance's comments on McCartney's use of "delaying tactics". The Chairman went on to discuss the timing of their business of the day as well as that of the week, and also noted that he preferred not to have a rough timetable in mind in order to allow discussions to have the time to reach a conclusion. The Chairman went on to ask if there were objections to the proposed remaining paragraphs in the Proposed Additions paper. On a point raised by Seamus Mallon, the Chairman noted that the participants had largely agreed on the decision making section. He also said that as McCartney's amendment for rule 27 concerned decision making at a later stage in the process, they could proceed on the agreed basis. The two Governments also circulated alternative wording for paragraph 15, based on the discussions that had taken place in the current format on 25 June. Ian Paisley asked how they were going to align paragraphs 10 and 13, specifically in their provisions of the process taking place "in parallel" and also "not...simultaneously". Michael Ancram noted that he imagined that the strands would be managed in parallel instead of in sequence, although this did not necessarily mean they proceeded simultaneously. Paisley argued that it would make more sense for Strand 2 discussions to take place after Strand 1 discussions, as the outcome of the latter would affect the former. On Paisley's request, the Chairman adjourned the meeting at 13.45 to allow all participants to consider the three versions of paragraph 15.
