This is the draft summary record of an opening plenary session on Wednesday 18 December 1996 at 11.12. The Chairman made a statement suggesting cautious optimism about progress in bilaterals and proposed that this continue from 13 January 1997 in advance of a plenary meeting on 27 January 1997. A majority of the parties agreed with the Chairman's position and expressed disappointment at the length of time needed to reach agreement but optimism about agreement eventually being reached. The DUP and the UKUP were opposed to continued bilateral and trilateral meetings in which they were not involved. The UKUP also noted a breach of confidentiality on RTE. The UUP and the SDLP disagreed over who was responsible for this breach. The DUP wanted its alternative proposal taken as an amendment. The Chairman said he would consider it.
