This document, presented by the British Government, describes their position on the nature, form and extent of new arrangements in relation to Strand 2. The British Government stated that in consideration of the possibility that new devolved institutions would be established in Northern Ireland, there was a strong case for the creation of new institutions to facilitate North-South cooperation. They outlined a range of issues that would need to be addressed in relation to the new institutions, and highlighted that new institutions would have to be accountable to the administrations of both Northern Ireland the the Republic of Ireland, would have to account for relations with political institutions from other regions including the EU, and would need to incorporate safeguards as well as fall-back arrangements in case the new devolved institutions failed to function.
