This paper aims to facilitate negotiation by identifying key issues in Strand 3. The paper discusses a proposal for a new British-Irish Agreement to replace the existing Anglo-Irish Agreement, establishing close cooperation and enhancing relationships. This includes the establishment of an intergovernmental Council and standing intergovernmental machinery between the Irish and British Governments. The paper invites views from the parties, acknowledging that the final outcome depends on what can be agreed among the participants. Key issues for consideration include the purpose, composition, role, functions, operation, democratic accountability, support arrangements, arrangements for revision and change of the Council, and the purpose, functions, operation, permanent administrative support, involvement of Northern Ireland representatives, relationship with other institutions, and overall role of the standing intergovernmental machinery.
