This is the draft summary record of an opening plenary session on Tuesday 24 June 1997 at 14.08. The Chairman noted that the two governments would distribute their proposal on the following day and suggested a timetable for bilaterals and then resumption of plenary. The UKUP criticized British Government contacts with Sinn Féin and suggested they were only there to rubber stamp proposals made by the two governments. The SDLP supported the Chairman's proposal. The DUP wanted its own proposals voted on and was frustrated that the Chairman had seen the paper before the parties. Alliance agreed with this. The SDLP wanted to limit the timeframe for discussion of the decommissioning proposals. The UUP objected to this. The UKUP objected to the hypothetical inclusion of Sinn Féin in the process. The DUP wanted to see the Business Committee convened. This was broadly supported but sufficient consensus was not achieved.
