This is an amended draft summary record of an opening plenary session on 2 October 1996 at 15.39. Most of the meeting was taken up with discussion of a proposal to hold a meeting between Sir George Quigley, other business leaders, and the talks participants. The unionist parties felt this should have been a matter for the forum or possibly for the Business Committee. Alliance and the SDLP were in favour of the meeting going ahead. The British Government suggested the chairmen withdraw from proceedings and that it facilitate a meeting between the group and members of the talks process who wished to be involved, on an individual or party basis. The Chairman had not received the DUP's response to his original letter. The meeting was eventually adjourned.
