Procedural guidelines for the conduct of substantive all-party negotiations

This document sets out the rules of procedure for the all-party negotiations, as decided by the party delegations from Northern Ireland and the British and Irish Governments. The first paragraph notes that the rules in this document, called the Procedural Guidelines, were meant to supplement the Ground Rules that was published by the two Governments on 16 April 1996. In the case of a difference between the two, the Ground Rules was considered the authoritative text, with the exception of paragraph 20 of the Procedural Rules on sufficient consensus. The Procedural Guidelines elaborated on the format, agenda and Chairmanships of the negotiations, the conduct of proceedings, creation of committees and subcommittees, mechanisms for decision-making, and other important aspects of the talks.
