This document, presented by the Irish Government, describes their position on rights and safeguards in relation to Strand 2. The Irish Government stated that given the different formulation of internationally recognised rights in international convenants, the Governments and the parties had the scope to decide on the most appropriate formulation and the best means of implementation of the rights. They proposed the creation of the Committee of the Plenary to look into rights and safeguards, with the possible assistance of external expert advisors. They also proposed that representatives from both parts of Ireland adopt a charter or a covenant in order to reflect and endorse agreed measures for the protection of the fundamental rights of the people living in Ireland.
