This document provides the text of the John Smith memorial lecture given by Mo Mowlam on 4 June 1996 in Antrim, where she spoke about her experience as the Shadow Secretary of State for Northern Ireland and set out the Labour Party's agenda for Northern Ireland if it won the general election of 1997. Mowlam announced that Labour's priorities would include improving economic and social welfare policies, incorporating the ECHR and passing the Freedom of Information Act, initiating discussion about the production of a Bill of Rights for Northern Ireand, and addressing the constitutional question in line with the principle of consent, Anglo-Irish collaboration and parity of esteem for both traditions. She also called for a PIRA ceasefire, discussed the difficulties involved in decommissioning, and proposed ways to improve public services to promote economic growth. The pages of the document are slightly out of order, with the second page repeated twice, appearing in both the second and fourth positions.
