This document provides an account of the informal discussion on procedural guidelines and agenda for the plenary session which took place on 22 July 1996 at 14.35. Various delegations spoke about the importance of coming to an agreement about decisions regarding the rules of procedure, but most of the discussion that followed surrounded the Drumcree conflict of 7 July 1996. While UUP, DUP and UKUP criticized the British and Irish Governments for initially preventing the parade from entering Drumcree, SDLP, NIWC and Alliance expressed their disappointment with the actions of the unionist parties which inflamed sectarian violence. Chairman George Mitchell concluded the discussion by proposing that all parties hold bilaterals and/or multilaterals to discuss the draft rules of procedure, and that subsequently they talk through key areas of disagreement in the next informal meeting on 24 July 1996. The meeting adjourned at 19.55. A minor correction has been made on page 14 in pen.
