It was agreed that papers submitted to the Chairman would be circulated unless otherwise indicated. The meeting moved on to discuss rights and safeguards. The British Government updated the Independent Chairmen and the Irish Government on discussion of the same topic in strand 1 format. The Irish Government differentiated between the rights of indivduals and the rights of communities. The non-incorporation of the ECHR by the Irish Government was raised, as was the question of adopting a convenant, charter or bill of rights. The NIWC raised the question of emergency powers and a return to jury trials, as well as stressing the rights of groups other than the two communities. Sinn Féin suggested an all Ireland Human Rights Commission. The SDLP wanted a cross-strand format and a commitment to the principle of consent from both sides. The UUP returned to the question of executive cross-border powers, which they thought would infringe international principles on human rights. Discussion then focused on various different interpretations of rights under international law and on the interpretation and/or validity of the Downing Street Joint Declaration.
