This document contains a memo sent by NIWC to the Chairmen, responding to some questions that were raised on 27 November 1996 regarding the procedure of introducing motions and amendments, deliberating upon them and voting on them. NIWC argued that the plenary talks should not be a place to discuss motions, and that the current negotiations should require more flexibility. NIWC also noted that all parties should still feel free to bring up issues of concerns in the talks, and that though it did not want to be prescriptive about time, it did prompt other delegations to be mindful of the time taken in individual speeches.
