Speaking notes, dated 16 July 1997, on the British Government aide-mémoire of 13 June 1997 as passed to Sinn Féin. The speaking notes stated that the British Government wanted to see Sinn Féin included in the all-party talks from September but emphasised that this was conditional on the establishment of a PIRA ceasefire at least six weeks in advance of that, and on Sinn Féin's signing up to the Mitchell Principles. They also pointed out that any resumption of PIRA violence after the entry of Sinn Féin into the talks could be addressed by formal representation.
