Paper by the British Government on agenda item 6 of strand 1 and item 5 of strand 2 and strand 3 talks

This document, presented by the British Government, describes their position on rights and safeguards in relation to all three strands. The British Government claimed that the powers available to the police and the courts were balanced by safeguards against abuse and discrimination, and stated that they planned to incorporate the ECHR into UK law. The British Government also noted that while there was no provision for special protection for rights in Northern Ireland in the Human Rights bill, they wanted the discussion to cover the extent of the need to develop additional rights protections for Northern Ireland. They referred to the sections of the Framework documents that covered rights and safeguards, and noted that the discussion might benefit from the perspectives of academics and NGOs. They also noted that while the main strand of relevance for this topic was Strand 1, there was scope for discussion on the policy, practice and legal framework for human rights issues to be discussed in Strands 2 and 3.
