This document is a summary record of a plenary meeting. The primary purpose of the session was to table a document prepared by the British and Irish Governments, titled "Propositions on the Heads of Agreement".  The Chairman also expressed condolences to all victims and their relatives who had suffered during the Christmas and New Year period, signalling a resolve to address the critical issues at hand.  The document also includes a discussion about the parties' public responses to the "Propositions on the Heads of Agreement" document, and the schedule of meetings for the following week. The Chairman emphasised the fragility of the process and the high level of responsibility resting on the participants.  The session concluded with the Chairman adjourning the meeting until 1400 on 13 January. The document was finalised and recorded by the Independent Chairmen Notetakers on 14th January 1998.
