This document, presented by Alliance, describes their position on justice issues, rights and safeguards in relation to all three strands. They proposed the creation of a Department of Justice with a Minister and an associated Assemby Committee as part of the new Northern Ireland arrangements, with both legislative and policy-making powers and which would receive annual reports and policing plans from the Chief Constable. They stated that security should be within the remit of a tripartite body, and also saw a potential role for a cross-border crime squad. They welcomed the British Government's decision to incorporate the ECHR into UK law and suggested that the incorporation of the ECHR in the Republic of Ireland would make it clear that all three jurisdictions had the same standards of human rights protections. They argued that the key guiding principle for anti-discrimination mechanisms should be the protection of the rights for all people on an individual basis rather than on a group basis.
