This document contains a memo sent by the Irish Government to the Chairmen, responding to some questions that were raised on 27 November 1996 regarding the procedure of introducing motions and amendments, deliberating upon them and voting on them. The Irish Government argued that while all participants should be allowed to raise issues of concern, there was a distinction between procedural and substantive motions. It proposed that procedural motions be addressed immediately, while substantive motions should be postponed to allow parties time for preparation. Additionally, it argued that sufficient consensus should be required to suspend ongiong consideration of an item to debate a substantive motion.
