The meeting began with further difficulties balancing the timing of further meetings with the commitments of the participants. Parties then presented their papers on principles and requirements. The British and Irish Governments and the SDLP continued to situate the strand within a history of rapprochement between the two governments in various agreements, and earlier institutional proposals such as Sunningdale. The SDLP made it clear that it was determined to see all Ireland institutions with executive functions as the outcome of Strand 2 and that without that they would not be willing to sign off on Strand 1. The UUP had not submitted a paper but reminded everyone that it rejected the Anglo-Irish Agreement and the Framework Documents. Sinn Féin thought the only possible solution was an all Ireland government with regional devolution of powers. After the presentations, there was a wide ranging discussion touching particularly on questions of the status of the two governments, accommodating multifaceted political allegiances, minority and workers' rights, and the reasons for the failure of previous initiatives. The UUP's failure to submit a paper was called into question, as was their refusal to directly address Sinn Féin, despite them reaffirming the commitment they had made to the Mitchell principles.
