The Chairman began by asking the parties to set out their views on the format of upcoming strand 2 consultations. There was a general desire for more engagement and discussion rather than just presentation of views, and general agreement that the Chairman should attempt to synthesize the views of different parties. Parties were more divided over bilaterals, and Sinn Féin raised the issue that the UUP, UDP and PUP would be unlikely to agree to any with them. It wanted strands 1 and 2 to be synthesised at the review plenary. The question of whether agreement was only to be reached by the UUP and SDLP was also debated. The parties then set out their positions on 'rights and safeguards'. There seemed to be general agreement on the importance of human rights and of the incorporation of the ECHR, and possibly on the creation of a bill of rights. The NIWC suggested creating a Court of Rights as a North/South body.
